Current Projects
Kensington Road Improvement Project
All water, storm, and sanitary sewer work on Kensington Road is complete. The final layer of asphalt has been installed, and landscaping crews have completed grass planting and cleanup. Road striping was applied on May 9th. The project is now finished, with only minor punch list items remaining. We appreciate your patience and cooperation throughout this important public improvement project.
Parklane Drive Water Main Replacement
This project included installation of a new water main and catch basins, along with all required testing and sampling. House connections to the new main were completed, followed by pavement restoration with full-depth concrete and an asphalt overlay. The final paving was finished on July 18, 2025. The project is now substantially complete, with only punch list items remaining.
Rocky River Park Sidewalk and Catch Basin Project
This project included installation of a catch basin and new curb on the west side of the Rocky River Park parking lot to protect the hillside from water infiltration. The project is now substantially complete. A punch list has been created, and the contractor will address these items prior to project closeout.
Rockcliff, Kensington, Frazier Private Inflow/Infiltration
The City of Rocky River, in partnership with AECOM, is conducting dye testing of properties on these streets to identify sources of inflow and infiltration from private properties into the sanitary sewer system. Dye testing on Rockcliff began Tuesday, July 22nd; testing on Kensington and Frazier will follow. This testing is an important step to help reduce basement flooding during heavy rain events. Property owners have received, or will receive, direct correspondence from the City with more information. Buckingham, Arundel, Argyle Oval Sewer/Water/Repaving Project
Work to replace water lines and sanitary and storm sewers on Buckingham, Arundel (north of Beachcliff), and Argyle Oval (from Frazier to Buckingham) is scheduled to begin at the end of August. Fabrizi Trucking & Paving Inc. was the low bidder for this project, and the contract has been approved by Rocky River City Council. 2025 Streets
The 2025 street repair program includes Higley Rd., Wright Ave., Prospect Ave., portions of Elmwood Park, and a portion of the Rocky River Service Garage. This project consists of curb ramp upgrades, casting adjustments, curb and apron installation where needed, and asphalt resurfacing. Crossroads Asphalt Recycling, Inc. was the low bidder for this project, and the contract has been approved by Rocky River City Council. Work is expected to commence in late summer or early fall.
2025 Community Sidewalk Rehabilitation Program
Inspections have been completed on the streets between Center Ridge Road and the Fairview Park border (excluding select streets off Wooster Road, south of Center Ridge Road, due to a planned gas main replacement by Enbridge). We Fix Sidewalks was the low bidder for this project, and the contract has been approved by Rocky River City Council.
Property owners with sidewalk deficiencies abutting their property will receive notice from the City with information about the repair process as soon as next week. The City will address and replace sidewalks where deficiencies are caused by tree lawn trees, storm/sanitary sewer laterals, or other public utilities.

Planned Projects
Bradstreet’s Landing
Spencer Creek is scheduled for a major restoration in the fall of 2025 that will improve stormwater management, reestablish the floodplain, and create upland path improvements through the existing greenspace to provide additional seating and interpretive opportunities. The auxiliary parking lot is in the final stages of design and will be constructed on the south side of Lake Road, across from the park, in association with a proposed water main, sewer, and pavement resurfacing project scheduled to commence in 2026.

2025 Crack Sealing Program
Crack sealing on Detroit Road will be performed by a contractor, with work scheduled to begin in mid-August. Much of the work on Detroit Road will take place at night to enhance worker safety and minimize traffic disruptions. Road striping on Detroit and Lake (between Elmwood and the Beachcliff marginals) will occur after all crack sealing is finished.
Glendale, Westmoor, Orchard Grove Sewer/Water/Repaving Project
Work to replace water lines and sanitary and storm sewers on Glendale, Westmoor (south of Hilliard), and Orchard Grove is scheduled to go out for bid in October. Construction is expected to begin in the spring of 2026. Further updates will be provided as the project progresses.
Wooster/Shoreland Park
Design for the new park at the intersection of Wooster Road and Shoreland Avenue is being finalized. Construction will commence in late 2025 or early 2026. Renderings and additional information about the project will be posted on the City’s website as it becomes available.
Lake Road Water Line Replacement
This project includes replacement of the water main from the Bay Village line to Parklawn, sewer reconstruction from Parklawn to the Service Garage drive, resurfacing, and a road diet reducing the north side of the roadway by approximately five (5) feet to the center line. Construction is expected to commence in 2026.
Rapid Rectangular Flashing Beacons (RRFBs)
City Council has authorized the purchase and installation of four (4) sets of Rectangular Rapid Flashing Beacons (RRFBs) to be installed later this summer at the following locations to improve pedestrian safety at unsignalized crosswalks:
- Wagar Rd. at Kenwood Ave.
- Wagar Rd. at Erie Rd.
- Wagar Rd. at Morewood Pkwy.
- Elmwood Rd. at Maplewood Ave. (Elmwood Park entrance)
The project will also include the addition of ADA compliant curb ramps and a crosswalk over Elmwood Rd. at Maplewood Ave.
