The Planning and Community Development Department is the City liaison to the business and residential community. This department facilitates:
The Land Use Commissions, including the Planning Commission, Board of Zoning Appeals, and Architectural/Design Board.
Master Plan creation and implementation, including grant applications.
The Heritage Home Loan Program: As of January 2025, Rocky River residents with homes at least 50 years old can take advantage of this program by the Cleveland Restoration Society. The program can provide technical assistance and low-interest loans for home construction projects. You can contact them through their website or at 216-426-3116.
Land Use Commissions
The Land Use Commissions are established by the City Charter. Most of their meetings are open to the public.
The Planning Commission is responsible for the long-range planning of the City to ensure its orderly and harmonious development. The Planning Commission reviews all construction projects in the City.
The Design and Construction Board of Review, or Architectural Review Board (ARB) reviews the design, construction, alteration, moving, or razing of buildings in the City to maintain the high character of community development.
The Board of Zoning Appeals hears appeals made for exceptions to and variances in, the application of resolutions, ordinances, regulations, measures, and orders of administrative officials or agencies governing zoning and building in the City.
Master Plans
Master Plans capture the current condition and long-term visions for a particular place (like a park), system (traffic signals and crossings), or the whole city. They provide a framework for collecting the views of residents and forming them into an actionable plan. Master Plans also provide support for grant applications, demonstrating that the City has thought through options and incorporated community input.
