2026 Charter Review Commission Amendment Proposals
Every 6 years, the City of Rocky River Charter Review Commission reviews the city charter and sends proposed changes to the citizens of Rocky River for a vote.
As a result of this years review, there will be 7 proposed charter amendments that will appear on the ballot for residents to vote on whether to approve or deny. A majority affirmative vote would be needed for the listed issues to pass.
2026 Charter Review Amendment Proposals :
Issue 89 – Proposal that starting with the 2027 municipal election, the mayoral term limit would increase from 2-years, to 4-years.
Issue 90 – Proposal to allow a 2/3 majority of City Council to expel/remove the mayor from office after a public hearing.
Issue 91 – Proposal that starting with the 2027 municipal election, the term limits of Ward council members will increase from 2-years, to 4-years. Starting with the 2029 municipal election, the term limits of At-Large council members would increase from 2-years to 4-years.
Issue 92 – Proposal that starting with the 2027 municipal election, the City of Rocky River Director of Law term limit would increase from 2-years, to 4-years.
Issue 93 – Proposal to allow a 2/3 majority of City Council to expel/remove the City of Rocky River Director of Law from office after a public hearing.
Issue 94 – Proposal to give the clerk, and board of elections 20-days to determine if recall election requirements are met. If they are met, it would also expand the time-frame from 30-45 days to no less than 60-days, and no more than 75-days after the delivery of notice.
Issue 95 – Proposal to make municipal elections non-partisan starting in 2027. The names of two persons receiving the highest number of votes in the September primary election for each office will be nominated as candidates in the succeeding regular municipal election. For at-large councilman offices, the top five voted persons will be nominated. A petition for elected ward councilman will require no less than 50 registered voter signatures, and no less than 150 registered voters signatures for elected at-large councilman, the mayor, and Director of Law.
