City of Rocky River Construction Update 9-12-2025

Current Projects

I-90 Reconstruction Project

ODOT has mobilized to begin the I-90 Reconstruction Project that will include critical storm sewer reconstruction, bridge maintenance, lighting upgrades and resurfacing between Rocky River and West Blvd in Cleveland. As with other ODOT projects, much of the work takes place overnight to speed construction and reduce the impact to traffic on I-90 and overflow to city streets, while improving safety for drivers and workers.  We understand this project is impactful to residents along the I-90 corridor, especially those with homes adjacent to the highway. While this is not a City of Rocky River project, we will continue to provide updates as they become available.

Rockcliff, Kensington, Frazier Private Inflow/Infiltration

The City of Rocky River, in partnership with AECOM, is conducting dye testing of properties on these streets to identify sources of inflow and infiltration from private properties into the sanitary sewer system. Dye testing on Rockcliff has been completed.  Testing on Frazier is ongoing with testing on Kensington to follow. This testing is an important step to help reduce basement flooding during heavy rain events. Property owners have received, or will receive, direct correspondence from the City with more information. If you have questions, please contact the Office of the Director of Public Safety-Service at (440) 331-0600.

Buckingham, Arundel, Argyle Oval Sewer/Water/Repaving Project

Fabrizi Trucking & Paving Inc. has commenced work to replace water lines and sanitary and storm sewers on Buckingham, Arundel (north of Beachcliff), and Argyle Oval (from Frazier to Buckingham).  Temporary water service lines have been installed and tested by the Cleveland Water Department.  Work on connecting homes in the project area to temporary water lines will begin this upcoming Monday, September 15th.  Information for this project is on the Public Works/Safety Service page on the City website.  Residents interested in the project may also register their email for important updates.

2025 Streets

The 2025 street repair program includes Higley Rd., Wright Ave., Prospect Ave., portions of Elmwood Park, and a portion of the Rocky River Service Garage.  This project consists of curb ramp upgrades, casting adjustments, full depth concrete repairs, curb and apron installation where needed, and asphalt resurfacing.  Crossroads Asphalt Recycling, Inc. was the low bidder for this project, and the contract has been approved by Rocky River City Council.  This project is expected to commence at Elmwood Park on the week of the 22nd of September, with work on subsequent streets to follow.

2025 Community Sidewalk Rehabilitation Program

Inspections have been completed on the streets between Center Ridge Road and the Fairview Park border (excluding select streets off Wooster Road, south of Center Ridge Road, due to a planned gas main replacement by Enbridge).  We Fix Sidewalks was the low bidder for this project, and the contract has been approved by Rocky River City Council.

Work on this program has commenced.  Any and all property owners with sidewalk deficiencies to address have been notified of their requirements.

If you have questions, please contact the Office of the Director of Public Safety-Service at (440) 331-0600.

Planned Projects

Bradstreet’s Landing

Spencer Creek is scheduled for a major restoration that will improve stormwater management, reestablish the floodplain, and create upland path improvements through the existing greenspace to provide additional seating and interpretive opportunities.  The auxiliary parking lot is in the final stages of design and will be constructed on the south side of Lake Road, across from the park, in association with a proposed water main, sewer, and pavement resurfacing project scheduled to commence in 2026.

For more information about this project, please visit the Public Works – Safety Service page on the City website at rockyriverohio.gov/public-works

Glendale, Westmoor, Orchard Grove Sewer/Water/Repaving Project

Work to replace water lines and sanitary and storm sewers on Glendale, Westmoor (south of Hilliard), and Orchard Grove is scheduled to go out for bid in October. Construction is expected to begin in the spring of 2026. Further updates will be provided as the project progresses.

Wooster/Shoreland Park

The Wooster/Shoreland Park is currently advertised for bidding.  Intended as a passive neighborhood park, this upgrade to the vacant property along Shoreland Avenue at Wooster Road will provide greenspace for the residents of the area.

To see a rendering of the proposed park, please visit the Public Works – Safety Service page on the City website at rockyriverohio.gov/public-works

Lake Road Water Line Replacement

This project includes funding from the Cleveland Water Department to replace the water main from the Bay Village line to Parklawn, sewer reconstruction from Parklawn to the Service Garage drive, resurfacing, and a road diet reducing the north side of the roadway by approximately five (5) feet to the center line. Construction is expected to commence in 2026.

Rapid Rectangular Flashing Beacons (RRFBs)

City Council has authorized the purchase and installation of four (4) sets of Rectangular Rapid Flashing Beacons (RRFBs) to be installed later this summer at the following locations to improve pedestrian safety at unsignalized crosswalks:

  • Wagar Rd. at Kenwood Ave.

  • Wagar Rd. at Erie Rd.

  • Wagar Rd. at Morewood Pkwy.

  • Elmwood Rd. at Maplewood Ave. (Elmwood Park entrance)

The project will also include the addition of ADA compliant curb ramps and a crosswalk over Elmwood Rd. at Maplewood Ave.

Cornwall/Beachcliff Sewer/Water/Repaving Project

The City of Rocky River has received funding through the Ohio Public Works Commission (OPWC) for sewer and water line replacement work on Cornwall and Beachcliff (from Cornwall to Avalon).  In addition to the replacement work, this project will include resurfacing, improvements for traffic calming, and pedestrian crossing improvements.  The project is currently in design.  If you have questions, please contact the Office of the Director of Public Safety-Service at (440) 331-0600.
