Current Projects

Wooster/Shoreland Park

This upgrade to the vacant property along Shoreland Avenue at Wooster Road will provide a passive neighborhood park for the residents of the area.

RMH Concrete and Foundations, Inc. was the apparent low bidder for this project. The contract is currently under review by Rocky River City Council and will be awarded in November, pending Council’s authorization. Construction would begin in early 2026, with completion projected for late May 2026.

Cleveland Water Lead Service Line Replacement (LSLR

Cleveland Water Lead Service Line Replacement (LSLR) is complete on Center Ridge Road and work will transition to the following areas:

-            Beach Cliff Blvd from Falmouth/Parkside to Frazier Dr 

-            Beach Cliff Blvd from Avalon Dr to Falmouth/Parkside 

-            Beach Cliff Blvd from Frazier Dr to Argyle Rd 

-            Westover Ave from Wooster to End E 

This work is part of a federally mandated program requiring the Cleveland Water Department to replace all lead water service lines to private properties. Property owners directly affected by this work have received, or will soon receive, direct notification from the Cleveland Water Department with specific information about the project.

Rockcliff, Kensington, Frazier Private Inflow/Infiltration

The City of Rocky River, in partnership with AECOM, has completed dye testing of properties on these streets to help locate sources of inflow and infiltration (I&I) from private properties into the sanitary sewer system.

Property owners of homes that tested positive for dye transfer will receive a letter indicating the results. These properties will also receive notice of an upcoming public meeting to discuss the correction process and next steps.

Buckingham, Arundel, Argyle Oval Sewer/Water/Repaving Project

Fabrizi Trucking & Paving, Inc. continues to work to replace water lines and sanitary and storm sewers on Buckingham Road, Arundel Road (north of Beachcliff Boulevard), and Argyle Oval (from Frazier Drive to Buckingham Road).

All water main and service connection work on Arundel Road and Argyle Oval is now complete. Temporary pavement restoration on these two streets is expected to begin this upcoming Monday, November 2nd.  The project will continue next week on Buckingham Road, where crews will begin work to install the new water main.

2025 Streets

The 2025 Street Repair Program includes Higley Road, Wright Avenue, Prospect Avenue, portions of Elmwood Park, and a portion of the Rocky River Service Garage.

The City has contracted with Crossroads Asphalt Recycling, for this year’s program. Full-depth concrete and curb work have been completed at Elmwood Park. Concrete repairs, curb and curb ramp work, and casting reconstruction and adjustments are ongoing on Higley Road, Prospect Avenue, and Wright Avenue.

Temporary asphalt pavement restoration has been installed throughout the project areas. All concrete work on Higley Road is expected to be completed by early next week, with additional concrete work to begin on Prospect Avenue and Wright Avenue shortly thereafter.

The installation of the surface course of asphalt will take place once all concrete work is finished. Restoration of affected lawn and landscape areas will follow.

2025 Community Sidewalk Rehabilitation Program

Inspections have been completed on the streets between Center Ridge Road and the Fairview Park border (excluding select streets off Wooster Road, south of Center Ridge Road, due to a planned gas main replacement by Enbridge).

We Fix Sidewalks is the contractor for this year’s program. Work is progressing steadily and is expected to be completed in November.

Residents who chose to take advantage of the City’s established pricing with this contractor should note that invoices for those repairs will begin to be issued within the next month. The contractor has not yet reached every property where optional repairs were requested, but work will continue throughout the project area until all such locations are completed.

Property owners who received notice of their responsibility to make repairs and have not yet completed them—or have not been in contact with the City—will have their sidewalk repairs completed by the City’s contractor as work continues through the project area and will be billed accordingly.

Planned Projects

Bradstreet’s Landing

Spencer Creek is scheduled for a major restoration commencing in early 2026 that will improve stormwater management, reestablish the floodplain, and create upland path improvements through the existing greenspace to provide additional seating and interpretive opportunities.  The auxiliary parking lot is in the final stages of design and will be constructed on the south side of Lake Road, across from the park, in association with a proposed water main, sewer, and pavement resurfacing project scheduled to commence in 2026.  This project is expected to be bid in November.

Glendale, Westmoor, Orchard Grove Sewer/Water/Repaving Project

This project consists of work to replace water lines and sanitary and storm sewers on Westmoor (south of Hilliard) and Orchard Grove, while making repairs to the sewers and resurfacing Glendale.  The project is currently advertised for public bidding.  Bids will be opened on Friday, November 14th, 2025.  Construction is expected to begin in the spring of 2026 with a public meeting to be announced in the near future. Further updates will be provided as the project progresses.

Center Ridge Gateway Improvement Project

The Center Ridge Road Gateway Improvement Project is expected to commence in early spring of 2026 and will include resurfacing, full-depth concrete and curb repairs, high-visibility ladder-style crosswalks, new curb ramps, and updated pavement markings along Center Ridge Road (U.S. Route 20) from Spencer Road to Wooster Road — a project length of approximately 1.5 miles through the cities of Rocky River and Fairview Park.

Additional improvements will include upgraded traffic and pedestrian signals, new controllers, and improved synchronization between Spencer Road and Pease Drive. Where needed, new signal masts and mast arms will also be installed to enhance safety and traffic flow.

The project will also feature aesthetic and green space enhancements between Spencer Road and Goldwood Primary School, including new boulevard treatments and gateway signage to improve the corridor’s overall appearance and character.

The installation of a signal at the Goldwood School egress will take place simultaneously to improve safety for pedestrians and motorists.

Wooster/Parkview Enbridge Gas Main Replacement Project

This project consists of the replacement of roughly 9,000 linear feet and 144 gas service connections affecting Wooster Road (between Parkview and Westover) and the dead-end streets to the east of Wooster Road in this area including Parkview, Bonnie Bank, Parklane, and Westover.

This project is expected to commence in early 2026.  Further updates will follow as the project progresses.

 

 

Lake Road Water Line Replacement

This project includes funding from the Cleveland Water Department to replace the water main from the Bay Village line to Parklawn, sewer reconstruction from Parklawn to the Service Garage drive, resurfacing, and a road diet reducing the north side of the roadway by approximately five (5) feet to the center line. The road diet will allow for the installation of an off-street concrete multiuse trail from the Bay Village line to Avalon Drive.  Construction is expected to commence in 2026.

Rapid Rectangular Flashing Beacons (RRFBs)

Work is underway for the installation of four (4) sets of Rectangular Rapid Flashing Beacons (RRFBs) to be installed in November at the following locations to improve pedestrian safety at unsignalized crosswalks:

-            Wagar Rd. at Kenwood Ave.

-            Wagar Rd. at Erie Rd.

-            Wagar Rd. at Morewood Pkwy.

-            Elmwood Rd. at Maplewood Ave. (Elmwood Park entrance)

Cornwall/Beachcliff Sewer/Water/Repaving Project

The City of Rocky River has received funding through the Ohio Public Works Commission (OPWC) for sewer and water line replacement work on Cornwall and Beachcliff (from Cornwall to Avalon).  In addition to the utility replacement work, this project will include resurfacing, improvements for traffic calming, and pedestrian crossing improvements.  This project will connect the sidewalk from the north side of Avalon (west of Beachcliff) to the sidewalk on the north side of Beachcliff.  The project is currently in design, and a public meeting will be announced soon.  If you have questions, please contact the Office of the Director of Public Safety-Service at (440) 331-0600.
