City of Rocky River Construction Update 2-17-2026

Current Projects

Glendale, Westmoor, Orchard Grove Sewer/Water/Repaving Project

Rocky River City Council has awarded the Glendale, Westmoor, and Orchard Grove Sewer/Water/Repaving Project to DiGioia Suburban Excavating, LLC.  Work began last week.

The project includes water line replacement, sanitary and storm sewer replacement, and resurfacing on Westmoor (south of Hilliard) and Orchard Grove, along with resurfacing on Glendale.

Wooster/Parkview Enbridge Gas Main Replacement Project

Enbridge Gas is expected to start work on the Wooster/Parkview gas main replacement project on March 2, 2026.  The work includes replacing approximately 9,000 linear feet of gas main and 144 gas service connections along Wooster Road (between Parkview and Westover), as well as on the dead-end streets in this area east of Wooster Road, including Parkview, Bonnie Bank, Parklane, and Westover.  As part of the project, existing interior gas meters will be relocated to the exterior of homes. 

This is an Enbridge Gas project and will be managed and administered by Enbridge, but the City of Rocky River will have their own inspector on site overseeing the project.  Affected residents will receive direct notification from Enbridge during the second and third weeks of February.

Cleveland Water Lead Service Line Replacement (LSLR)

Lead service line replacement work is complete on Beachcliff Blvd. and Westover Ave.

In 2026, work will continue on the following streets:

•         Wagar

•         Beaconsfield (North and South)

•         Beachwood

•         Bidwell

•         Gasser

•         Lakeview Court

•         Rockland

Work on Wagar Road from Westway Drive to Center Ridge Road began this Monday, February 16. Motorists should expect intermittent delays and follow posted signage and traffic control measures during construction.

Affected residents and businesses have been notified by mail and will receive additional pre-construction notices from Cleveland Water. Utility markings will be visible in advance of construction.

This work is part of a federally mandated program requiring the Cleveland Water Department to replace all lead water service lines to private properties. Property owners directly affected will receive direct notification from Cleveland Water with specific project information.

Wooster/Shoreland Park

Rocky River City Council has awarded the contract for the Wooster/Shoreland Park project to RMH Concrete and Foundations, Inc.

Materials have begun arriving on site. Crews completed staking on Monday, February 16, and excavation began on Tuesday, February 17.

This project will transform the vacant property along Shoreland Avenue at Wooster Road into a passive neighborhood park for area residents. Construction is anticipated to continue through the spring, with completion projected for late May 2026.

Kensington/Frazier Private Inflow/Infiltration

The City of Rocky River, in partnership with AECOM, has completed dye testing on Kensington and Frazier to identify sources of inflow and infiltration (I&I) of stormwater into the sanitary sewer system.

Property owners of homes that tested positive for dye transfer will receive a letter indicating the results and notice of an upcoming public meeting at Memorial Hall on February 24 at 6:30 PM to discuss this project.

Rockcliff Private Inflow/Infiltration

The City of Rocky River, in partnership with AECOM, has completed dye testing of properties on Rockcliff to help locate sources of inflow and infiltration (I&I) from private properties into the sanitary sewer system.

Property owners of homes that tested positive for dye transfer will receive a letter indicating the results. Property owners will also receive an invitation to a public meeting at Memorial Hall on March 31 at 6:30 PM to discuss the findings and planned sewer, watermain, and resurfacing project.

Buckingham, Arundel, Argyle Oval Sewer/Water/Repaving Project

Fabrizi Trucking & Paving, Inc. continues to work to replace water lines and sanitary and storm sewers on Buckingham Road, Arundel Road (north of Beachcliff Boulevard), and Argyle Oval (from Frazier Drive to Buckingham Road).

All water main and service connection work on Buckingham Road, Arundel Road, and Argyle Oval is complete.

Sanitary and storm sewer main line installation is ongoing on Buckingham Road. Upon completion of sewer work on Buckingham, crews will shift to Arundel Road and Argyle Oval.

2025 Streets

The 2025 Street Repair Program included Higley Road, Wright Avenue, Prospect Avenue, portions of Elmwood Park, and a portion of the Rocky River Service Garage.

Pavement resurfacing — including full-depth concrete repairs, manhole and catch basin adjustments, curb replacement, and apron work — is complete. The project is substantially complete, with only minor follow-up work remaining.

Gutter sealing, punch list items, and restoration of disturbed lawn areas will be finalized in the spring.

2025 Community Sidewalk Rehabilitation Program

The 2025 Community Sidewalk Rehabilitation Program is largely complete, with limited remaining repairs to be finalized as weather permits.

Invoices are being issued on a rolling basis for completed work to residents who elected to participate in the City’s established contractor pricing.

A small number of required repairs remain outstanding and will be addressed as the contractor returns to complete final items.

Planned Projects

Center Ridge Gateway Improvement Project

City Council has awarded the Center Ridge Road Gateway Improvement Project to Perk Company, Inc. Construction is expected to commence in spring 2026.

The project includes resurfacing, full-depth concrete and curb repairs, high-visibility ladder-style crosswalks, new curb ramps, and updated pavement markings along Center Ridge Road (U.S. Route 20) from Spencer Road to Wooster Road — approximately 1.5 miles through the cities of Rocky River and Fairview Park.

Additional improvements include upgraded traffic and pedestrian signals, new controllers, improved signal synchronization between Spencer Road and Pease Drive, and new signal masts and mast arms where needed to enhance safety and traffic flow. The project will also feature aesthetic and green space enhancements between Spencer Road and Goldwood Primary School, including boulevard treatments and gateway signage.

Separately, City Council has awarded the Goldwood School traffic signal project to Perram Electric, Inc. Construction of the new signal at the Goldwood School egress is also expected to begin in spring 2026 and will improve safety for pedestrians and motorists.

Bradstreet’s Landing

Spencer Creek is scheduled for a major restoration beginning in early 2026. The project will improve stormwater management, reestablish the floodplain, and construct upland path improvements through the existing greenspace, including additional seating and interpretive features.

The stream and floodplain restoration portion of the project is expected to be bid in March 2026, with completion anticipated by the end of the year.

The auxiliary parking lot, to be constructed on the south side of Lake Road across from the park, remains in the final stages of design and will be coordinated with the upcoming water main, sewer, and pavement resurfacing project.

Lake Road Sewer/Water/Repaving Project

This project includes funding from the Cleveland Water Department to replace the water main from the Bay Village line to Parklawn, along with sewer reconstruction from Parklawn to the Service Garage drive and roadway resurfacing.

The project also includes a road diet that will reduce the north side of the roadway by approximately five feet to the center line, allowing for installation of an off-street concrete multiuse trail from the Bay Village line to Avalon Drive.

Construction of an auxiliary parking lot across from Bradstreet’s Landing, south of Lake Road, will occur concurrently with this project.  The lot will include 21 parking spaces, one parking space with room for a trailer, and two signalized pedestrian crossings at either end of the lot.

Construction is expected to begin in late 2026.

Cornwall/Beachcliff Sewer/Water/Repaving Project

The City of Rocky River has received funding through the Ohio Public Works Commission (OPWC) for sewer and water line replacement on Cornwall and Beachcliff (from Cornwall to Avalon).

In addition to utility replacement, the work includes roadway resurfacing, traffic calming measures, and pedestrian crossing improvements. The sidewalk on the north side of Avalon (west of Beachcliff) will also be connected to the sidewalk on the north side of Beachcliff.

The project is currently in design. Affected residents will be invited to a public meeting scheduled for April 28 at 6:30 PM at Memorial Hall.
