Current Projects

Center Ridge Gateway Improvement Project

Phase I of the Center Ridge Gateway Improvement Project has commenced.
The contractor has begun milling the existing asphalt, starting with the curb lanes. Traffic will be maintained with one lane in each direction; however, this is a heavily traveled corridor, and motorists should expect significant delays. Please plan accordingly and allow extra travel time through the area.
Construction is expected to continue throughout the year, with substantial completion anticipated by October 31st. Periodic updates will be provided as construction and traffic conditions evolve.
The project includes resurfacing, full-depth concrete and curb repairs, high-visibility ladder-style crosswalks, new curb ramps, and updated pavement markings along Center Ridge Road (U.S. Route 20) from Spencer Road to Wooster Road — approximately 1.5 miles through the cities of Rocky River and Fairview Park.
Additional improvements include upgraded traffic and pedestrian signals, improved signal synchronization between Spencer Road and Pease Drive, and new signal infrastructure where needed to enhance safety and traffic flow. The project will also feature aesthetic and green space enhancements between Spencer Road and Goldwood Primary School, including boulevard treatments and gateway signage.
Separately, construction of a new traffic signal at the Goldwood School egress is expected to begin this spring that will improve safety for pedestrians and motorists.

Bradstreet’s Landing
The Spencer Creek restoration project will improve stormwater management, reestablish the floodplain, and construct upland path improvements through the existing greenspace, including additional seating and interpretive features.
The stream and floodplain restoration portion of the project has been bid, and proposals are currently under evaluation, with construction anticipated to begin in late spring and completion expected by the end of the year.
Tree removal work along the existing streambank has been completed in advance of construction in accordance with environmental regulations related to protected species, including the Indiana bat.
The auxiliary parking lot, to be constructed on the south side of Lake Road across from the park, remains in the final stages of design and will be coordinated with the upcoming water main, sewer, and roadway resurfacing project.

Glendale, Westmoor, Orchard Grove Sewer/Water/Repaving Project
Work continues on the Glendale, Westmoor, and Orchard Grove Sewer/Water/Repaving Project.
Crews have completed a significant portion of the underground utility work, including installation of sanitary and storm sewer mains, catch basins, manholes, and associated laterals. Pavement restoration is ongoing in active work areas as sections of underground work are completed.
The Hilliard/Westmoor intersection has reopened to traffic, and the temporary one-lane traffic pattern on Hilliard Boulevard has been removed, restoring normal traffic flow through the area.
Private sanitary and storm lateral work is now underway and will continue throughout the project area over the course of the year.
The contractor is coordinating with Cleveland Water to initiate the temporary water bypass system. Temporary water service is expected to begin in early April (potentially as soon as April 1), pending final approval, after which water service line work will follow.
Residents should continue to expect daily construction activity, including concrete, lateral, and mainline crews working throughout the area.

Wooster/Parkview Enbridge Gas Main Replacement Project
Enbridge Gas continues work on the Wooster/Parkview gas main replacement project.
Following field review and coordination, the installation approach has been refined. Due to the addition of a necessary low-pressure main replacement, work that was previously anticipated to be contained within the middle of the sidewalk will now be completed using open-cut installation along the sidewalk corridor.
As a result, much of the project area will receive new sidewalk panels as part of the final restoration, at no cost to the property owner. In limited locations, this work will also require removal and replacement of portions of driveway aprons and adjacent concrete. Affected properties have been notified.
Driveway access will be maintained during construction using temporary stone restoration. Once installation is complete and weather permits, all impacted concrete will be replaced to the nearest joint.
This work is being performed by Enbridge Gas and its contractor, HM Miller Construction Company. The City will continue to coordinate with Enbridge and monitor restoration to ensure final surfaces match existing conditions.
Residents should expect ongoing construction activity in the area over the coming weeks.

Cleveland Water Lead Service Line Replacement (LSLR)
This work is part of a federally mandated program requiring the Cleveland Water Department to replace all lead water service lines to private properties. Property owners directly affected will receive direct notification from Cleveland Water with specific project information.
In 2026, work will continue on the following streets:

• Wagar

• Beaconsfield (North and South)

• Beachwood

• Bidwell

• Gasser

• Lakeview Court

• Rockland

Lead service line replacement work is ongoing on Wagar Road. Much of this work is investigatory in nature and involves “potholing” to confirm the presence, or absence, of lead service lines on private property.
In many cases, replacement of identified lead service lines can be completed with minimal surface disruption; however, more extensive work may be required in some locations. Any areas of disturbed landscaping will be restored to previous conditions following completion of work at each property.

Wooster/Shoreland Park
Site work continues on the Wooster/Shoreland Park project.
Storm sewer work is on track to be completed by the end of the week. Plumbing has begun for the decorative fountain, drinking fountain, and irrigation system, with electrical work scheduled to follow.
In parallel, the site is being prepared for stamped and colored concrete pavement, including excavation, installation of string lines, and placement of form pins.
This project will transform the vacant property along Shoreland Avenue at Wooster Road into a passive neighborhood park for area residents. Construction is expected to continue through the spring, with completion now expected in June, due to the necessity of additional sewer work.

Buckingham, Arundel, Argyle Oval Sewer/Water/Repaving Project
Fabrizi Trucking & Paving, Inc. continues work to replace water lines and sanitary and storm sewers on Buckingham Road, Arundel Road (north of Beachcliff Boulevard), and Argyle Oval (from Frazier Drive to Buckingham Road).
Sanitary and storm sewer main installation on Buckingham Road is complete. Work continues on Argyle Oval and Arundel Road, with temporary pavement restoration to follow.

2025 Streets
The 2025 Street Repair Program included Higley Road, Wright Avenue, Prospect Avenue, portions of Elmwood Park, and a portion of the Rocky River Service Garage.
Pavement resurfacing — including full-depth concrete repairs, manhole and catch basin adjustments, curb replacement, and apron work — is complete. The project is substantially complete, with only minor follow-up work remaining.
The contractor is expected to mobilize to complete gutter sealing, punch list items, and restoration of disturbed lawn areas as soon as Monday, April 6th.

2025 Community Sidewalk Rehabilitation Program
The 2025 Community Sidewalk Rehabilitation Program is largely complete. The contractor has recently completed work on River Lane, Higley, Spencer, and other streets in the area. A small number of required repairs remain outstanding and will be addressed as the contractor returns to complete final items.
Invoices are being issued on a rolling basis for completed work to residents who elected to participate in the City’s established contractor pricing.

Planned Projects
Lake Road – Clifton Boulevard Corridor Improvements Project
Cuyahoga County, ODOT, and the Cities of Lakewood and Rocky River are partnering on the Lake Road-Clifton Boulevard Corridor Improvements Project. The section of roadway that stretches from Linda St. in Rocky River to Webb Rd. in Lakewood will see significant changes in configuration aimed at enhancing safety for motorists, pedestrians, and cyclists.
This project is part of a broader regional effort to connect the cities of Lakewood and Rocky River, as well as the Cleveland Metroparks.
Work is scheduled to begin on April 20, following a delay to accommodate gas line replacement near the intersection of Linda and Lake. Construction is expected to continue through the year, with completion anticipated in summer 2027.
Drivers are advised to use caution in the construction zone and consider alternate routes when possible. The project is owned and managed by the Cuyahoga County Department of Public Works.

Lake Road Sewer/Water/Repaving Project
This project includes funding from the Cleveland Water Department to replace the water main from the Bay Village line to Parklawn, along with sewer reconstruction from Parklawn to the Service Garage drive and roadway resurfacing.
The project also includes a road diet that will reduce the north side of the roadway by approximately five feet to the center line, allowing for installation of an off-street concrete multiuse trail from the Bay Village line to Avalon Drive.
Construction of an auxiliary parking lot across from Bradstreet’s Landing, south of Lake Road, will occur concurrently with this project. The lot will include 21 parking spaces, one parking space with room for a trailer, and two signalized pedestrian crossings at either end of the lot.
Construction is expected to begin in late 2026.

Cornwall/Beachcliff Sewer/Water/Repaving Project
The City of Rocky River has received funding through the Ohio Public Works Commission (OPWC) for sewer and water line replacement on Cornwall and Beachcliff (from Cornwall to Avalon).
In addition to utility replacement, the work includes roadway resurfacing, traffic calming measures, and pedestrian crossing improvements. The sidewalk on the north side of Avalon (west of Beachcliff) will also be connected to the sidewalk on the north side of Beachcliff.
The project is currently in design. Affected residents will be invited to a public meeting scheduled for April 28 at 6:30 PM at Memorial Hall. Rockcliff Area Infrastructure Improvements
The City of Rocky River, in partnership with AECOM, has completed dye testing of properties on Rockcliff to identify sources of inflow and infiltration (I&I) from private properties into the sanitary sewer system. Property owners of homes that tested positive for dye transfer have received letters of notification.
Concurrently, and with support from State Capital funding and the Cleveland Water Department, the City is advancing a comprehensive sewer, water main, and roadway improvement project in the Rockcliff area. Planned improvements include replacement of the water main, installation of new sanitary and storm sewers and service laterals, and full pavement reconstruction. Additional work will include curb and driveway apron replacement, limited sidewalk replacement where necessary, and installation of a mid-block raised pedestrian crossing connecting to the Metroparks trail. The project is scheduled to be publicly bid in June 2026.

Gasser/I90/Hilliard Public Meeting
