Door-to-Door Solicitation in Rocky River

The City of Rocky River periodically receives calls from residents regarding door-to-door solicitors. We would like to clarify the City’s policies and remind residents of their rights.

Licensing Requirements:

All commercial solicitors must obtain a license through the City’s Department of Public Safety Service. Applicants are required to provide a valid driver’s license for review by the Rocky River Police Department and pay applicable fees before a permit is issued. Approved solicitors must carry their City-issued permit at all times. Residents may ask to see this permit.

Permitted Hours:

Solicitation is permitted Monday through Saturday (9:00 a.m. to 9:00 p.m.)

Solicitation is not permitted on Sundays or holidays.

No Solicitation Notices:

Under Section 279.07 of the Codified Ordinances (“Resident Prohibition by Notice”), solicitors must honor clearly posted No Solicitation notices. This includes refraining from knocking and not leaving flyers or materials at the residence. Solicitors are instructed to use front doors only and may not enter side or back yards.

Political Canvassers

Political solicitors are not required to register with the City.

No Solicitation Decals Available

Residents may obtain a No Solicitation decal at City Hall, by calling 440-331-0600, or by emailing btaylor@rrcity.com to request one by mail.
