Traffic Calming Program
The City of Rocky River recognizes the importance of traffic safety within our community. The goal of a traffic calming program is to reduce traffic collisions and improve the safety and quality of life in the community through public engagement, education, enforcement, and intervention.
Traffic calming may be requested by completing a Traffic Complaint Form online Link- Link To Form or in person at the police station. To qualify for traffic calming measures beyond additional enforcement, the following qualifications must be met:
Step 1--The street must be:
At least 1,000 feet long (between intersections),
A 25 m.p.h. speed limit,
Not a cul-de-sac, dead end, or emergency route.
Step 2—Available data indicates that at least two of the following three criteria are met
Average daily traffic volume of 400 or more vehicles per day
85th percentile speed is measured at 30 m.p.h. or higher
Traffic volume at or above 35 m.p.h. exceeds 5%
Step 3--If the qualifications above are met, each household on the affected portion of the street will receive notification providing a data summary and explaining the development of a plan which will be implemented based on resident support. Resident support will be measured by a survey provided in the letter. If over 50% of households support additional intervention actions, a full plan will be developed. If resident support is below 50%, the plan will focus on education and traffic enforcement.
Step 4—A traffic calming plan is developed and reviewed. Plans may include:
Education, including increased awareness, reinforcement of posted speed limits, and reminders of the importance of safe driving, including warning and RADAR signs.
Enforcement, including an increased presence of law enforcement to enforce traffic laws.
Intervention, including altering the roadway through marking or elements that result in lower speeds, speed tables, and alternative roadway design.
Step 5—The traffic calming plan is implemented.
Emergency routes include Beach Cliff Blvd., Center Ridge Rd., Detroit Rd., Hilliard Blvd., Lake Rd., Spencer Rd., Story Rd., Wagar Rd., and Wooster Rd.
