Current Projects
Lake Road – Clifton Boulevard Corridor Improvements Project
Cuyahoga County, ODOT, and the Cities of Lakewood and Rocky River are partnering on the Lake Road-Clifton Boulevard Corridor Improvements Project. The section of roadway that stretches from Linda St. in Rocky River to Webb Rd. in Lakewood will see significant changes in configuration aimed at enhancing safety for motorists, pedestrians, and cyclists.
This project is part of a broader regional effort to connect the cities of Lakewood and Rocky River, as well as the Cleveland Metroparks.
Work is progressing in Rocky River from Linda St. to the bridge over the Rocky River. Current work includes full-depth repairs, curb removal and replacement, waterline relocation, sewer relocation, and underdrain installation.
Traffic on Lake Road/Clifton Boulevard is reduced to one lane in each direction between Linda St. in Rocky River and Webb Rd. in Lakewood. The Marion Ramp from Detroit Ave. to Lake Road/Clifton Boulevard is closed. Sidewalk, crosswalk, and bike lane closures are also in place; pedestrians and cyclists should follow posted detours.
Construction is expected to continue through September 2027. Drivers are advised to use caution in the construction zone and consider alternate routes when possible. The project is owned and managed by the Cuyahoga County Department of Public Works.
Center Ridge Gateway Improvement Project
Work on the Center Ridge Gateway Improvement Project continues.
Milling of the existing asphalt roadway has been completed throughout the project limits, and the intermediate course of asphalt has been installed across the project site. Significant sidewalk, curb ramp, curb, and full-depth concrete work have also been completed.
Traffic has been shifted from the middle lanes to the outer lanes and will continue to be maintained with one lane in each direction. This remains a heavily traveled corridor, and motorists should expect delays. Please plan accordingly and allow extra travel time through the area.
Sawcutting is underway in preparation for upcoming casting adjustments throughout the project corridor, as well as work associated with the proposed decorative medians near Giant Eagle and Goldwood Primary School. This phase of work is expected to take approximately three weeks to complete.
Separately, the City of Fairview Park has begun resurfacing work on W. 210th Street, which intersects with Center Ridge Road. During this work, W. 210th Street will be one-way from Lorain Avenue in Fairview Park to Center Ridge Road in Rocky River.
Drivers traveling south on Wagar Road who intend to continue into Fairview Park are encouraged to turn left or right onto Hilliard Boulevard and use an alternate route.

Bradstreet’s Landing
The Spencer Creek restoration project at Bradstreet’s Landing will improve stormwater management, reestablish the floodplain, and enhance the existing greenspace with new upland path improvements, additional seating, and interpretive features.
Rocky River City Council has awarded the contract to V3 Companies, with construction expected to commence in July of this year.
The auxiliary parking lot, to be constructed on the south side of Lake Road across from the park, remains in the final stages of design and will be coordinated with the upcoming water main, sewer, and roadway resurfacing project.

Glendale, Westmoor, Orchard Grove Sewer/Water/Repaving Project
Work continues on the Glendale, Westmoor, and Orchard Grove Sewer/Water/Repaving Project.
Crews have completed a significant portion of the underground utility work, including sanitary and storm sewer mains, catch basins, manholes, and associated laterals. Water main installation is complete, and the contractor is pressure testing the system before coordinating with Cleveland Water for final testing. Once testing is complete and approved, water service lateral work will begin.
Sewer lateral work is nearing completion, with the final sewer laterals being installed on Orchard Grove. Catch basin work remains ongoing.
Pavement restoration will continue as sections of underground work are completed. Residents should continue to expect daily construction activity throughout the project area.

Wooster/Parkview Enbridge Gas Main Replacement Project
Enbridge Gas is nearing completion of the Wooster/Parkview gas main replacement project.
All gas line work has been completed, and the contractor is currently restoring sidewalks that were removed or impacted during construction. Following the concrete restoration work, final landscaping remediation will be completed.
This work is being performed by Enbridge Gas and its contractor, HM Miller Construction Company. The City will continue to coordinate with Enbridge and monitor restoration to ensure final surfaces match existing conditions.

Cleveland Water Lead Service Line Replacement (LSLR)
This work is part of a federally mandated program requiring the Cleveland Water Department to replace all lead water service lines to private properties. Property owners directly affected will receive direct notification from Cleveland Water with specific project information.
In 2026, lead service line replacement work has been completed on Wagar, Beaconsfield North and South, Bidwell, Gasser, and Lakeview Court. Work remains on Beachwood and Rockland, with Beachwood nearing completion and Rockland progressing.
Much of this work is investigatory in nature and involves “potholing” to confirm the presence, or absence, of lead service lines on private property. In many cases, replacement of identified lead service lines can be completed with minimal surface disruption; however, more extensive work may be required in some locations.
Any areas of disturbed landscaping will be restored to previous conditions following completion of work at each property.
Wooster/Shoreland Park
Work has progressed significantly toward completion on the Wooster/Shoreland Park project.
All plantings have been installed, and remaining work includes final installation of the decorative fountain and placement of park furnishings, including benches and related amenities, which are expected to arrive in early August.
This project will transform the vacant property along Shoreland Avenue at Wooster Road into a passive neighborhood park for area residents.

Buckingham, Arundel, Argyle Oval Sewer/Water/Repaving Project
Fabrizi Trucking & Paving Company, Inc. continues work on Buckingham Road, Arundel Road north of Beachcliff Boulevard, and Argyle Oval from Frazier Drive to Buckingham Road.
All sewer and water line work has been completed, and roadway and sidewalk restoration is ongoing. Much of the roadway and sidewalk work has been completed on Buckingham Road, with manhole and catch basin adjustments to follow. Roadway installation is ongoing on Arundel Road and Argyle Oval, with sidewalk restoration and manhole and catch basin adjustments to follow on both streets.
Once this work is complete, all three streets will be paved, followed by final landscaping restoration.
Residents may experience temporary driveway access restrictions to allow new concrete to cure. Affected residents will receive at least 48 hours’ notice by flyer before any driveway restrictions are put in place.

Planned Projects
Lake Road Sewer/Water/Repaving Project
Bids will be opened for the Lake Road Sewer/Water/Repaving project in Council Chambers at Rocky River City Hall on July 10th, 2026 at 12:00 noon.
This project includes funding from the Cleveland Water Department to replace the water main from the Bay Village line to Parklawn, along with sewer reconstruction from Parklawn to the Service Garage drive and roadway resurfacing for the entire project, including new curbs and aprons.
The project also includes a road diet that will reduce the north side of the roadway by approximately five feet to the center line, allowing for installation of an off-street concrete multiuse trail from the Bay Village line to Avalon Drive.
Construction of an auxiliary parking lot across from Bradstreet’s Landing, south of Lake Road, will occur concurrently with this project. The lot will include 21 parking spaces, one parking space with room for a trailer, and two signalized pedestrian crossings at either end of the lot.
Construction is expected to begin in late 2026.
Cornwall/Beachcliff Sewer/Water/Repaving Project
The City of Rocky River has received funding through the Ohio Public Works Commission (OPWC) for sewer and water line replacement on Cornwall and Beachcliff (from Cornwall to Avalon).
In addition to utility replacement, the work includes roadway resurfacing, traffic calming measures, and pedestrian crossing improvements. The sidewalk on the north side of Avalon (west of Beachcliff) will also be connected to the sidewalk on the north side of Beachcliff.
Fabrizi Trucking and Paving Company, Inc. was the apparent low bidder for this project. The bid is currently under review, with contract approval expected to be considered by Rocky River City Council following completion of the review process. A pre-construction meeting is scheduled for July 7.
Rockcliff Area Infrastructure Improvements
The City of Rocky River, in partnership with AECOM, has completed dye testing of properties on Rockcliff to identify sources of inflow and infiltration (I&I) from private properties into the sanitary sewer system. Property owners of homes that tested positive for dye transfer have received letters of notification.
Concurrently, and with support from State Capital funding and the Cleveland Water Department, the City is advancing a comprehensive sewer, water main, and roadway improvement project in the Rockcliff area. Planned improvements include replacement of the water main, installation of new sanitary and storm sewers and service laterals, and full pavement reconstruction. Additional work will include curb and driveway apron replacement, limited sidewalk replacement where necessary, and installation of a mid-block raised pedestrian crossing connecting to the Metroparks trail.
Bids were opened for this project in Council Chambers at Rocky River City Hall this past Friday, June 26th at 12:00 noon. Two bids were received and are currently under review.
Westway/I90/Hilliard Intersection
The City continues to evaluate potential improvements to the Hilliard Boulevard/Westway Drive intersection near the I-90 ramps. The goal of the project is to improve safety, traffic operations, pedestrian crossings, and neighborhood connectivity.
Public input is welcome as the City reviews potential improvement options for the planned intersection improvements. Letters will be mailed to residents with additional information, and yard signs with a QR code will be placed in the area to provide access to a public survey. A link for the survey will also be available on the City’s Public Works page.
